Building Code Step Height

The code establishes a maximum vertical height of 147 inches (12 feet 3 inch

es) between landings or floor levels for a flight of stairs. If the distance between floor levels exceed 147 inches, the flight of stairs would require a level landing somewhere in-between to break up the flight of stairs. Illustration: © Building Code Trainer, 2018

Staircase riser height translates to the distance you move your foot either

up or down from one step to an adjacent step. This should be no more than 7 3/4 inches. This code specification was developed to prevent stairs from being too high if walking upstairs or too low if descending.

OSHA 1910.25 (c) (2) requires standard stairs to h ave a maximum riser heigh

t of 9.5 inches (24 cm). IBC 1011.5.2 requires that stair riser heights shall be 7 inches (178 mm) maximum and 4 inches (102 mm) minimum. Alternating Stair Riser Height Requirements OSHA does not state specifically a maximum riser height for alternating tread stairs.

Risers must have a maximum variance of 0.375 inches between the highest and

lowest risers on the staircase. Risers must have a maximum height of seven inches and a minimum height of four inches....

Handrail height on the stairs should be no less than 34 inches and no greate

r than 38 inches. The way this is measured is to begin at the leading edge of the stair nosing and run an imaginary vertical line upward until it reaches the top of the railing.

Both the Residential Edition of the Florida Building Code (FBC) and the Inte

rnational Residential Code (IRC) do not list a minimum height for stair risers. The codes only state a maximum riser height of 7-3/4”.

Stairs may not have risers greater in height than 7-3/4 inches or treads les

s than 10 inches. Risers must be at least 4 inches in height, and the stair nosing must be between 3/4 and 1-1/4 inches. Stair treads cannot slope more than 1/4 inch from the back of the stair to the nosing.

In every building four or more stories in height, one stairway shall extend

Measure railing height from the bottom of the ground at each step to the top

of where the handrail will be located. U.S. codes require railings against a wall to be between 30 inches and 38 inches high, while handrails on open stairs must be 34 to 38 inches high.

Every exterior and interior flight of stairs having more than four risers, a

nd every open portion of a stair, landing or balcony, which is more than 30 inches (762 mm) above the floor or grade below shall have guards.

(1) for fire escapes, steps for stairs shall have a run of not less than 255

mm and not more than 355 mm between successive steps. (2) Steps for stairs referred to in Sentence (1) shall have a rise between successive treads not less than 125 mm and not more than 200 mm.

Advisory 505.4 Height. The requirements for stair and ramp handrails in this

document are for adults. When children are the principal users in a building or facility (e.g., elementary schools), a second set of handrails at an appropriate height can assist them and aid in preventing accidents.

Maryland's law related to building codes is called the Maryland Building Per

formance Standards (MBPS). It requires each jurisdiction in Maryland to use the same edition of the same building codes that are the International Building Code (IBC), the International Residential Code (IRC), and the International Energy Conservation Code (IECC).

But in the 2003 IRC, a change was made. While the egress door still has to f

ollow the strict requirement of having no more than a one-step height difference (73/4 in. max) between exterior landing and threshold, an exception was added for all other exterior doors, which are now allowed up to two steps between the landing and the threshold.

Accessibility. The accessibility provisions of the 2019 Chicago Construction

Codes (primarily Chapter 14B-11 and Section 14R-3-305) apply to all permit applications started on or after December 1, 2019, regardless of whether the project is electing to follow other provisions of the 2019 Chicago Building Code or Chicago Building Rehabilitation Code (links above).

Open risers are permitted in staircases; however, that opening must be less

than 4 inches. A nosing must be provided on treads less than 11 inches in width and must be at least 3/4-inch in width but not more than 1 1/4-inch. The head room from stair tread to ceiling must be 6-feet-8-inches or greater.

Landscape stairs are not required to comply with the requirements of R311.7
