The Eligible List Management System (ELMS Online) is a centralized resource

for jobseekers that provides lists of passing candidates for New York State civil service examinations. This list of passing candidates, also known as an eligible list, ranks candidates in score order to determine who is eligible for appointment.

Prior to 1900 New York State civil service appointments from eligible lists

were based on the rule of one, also referred to as “the rule of the list.” This rule mandated the appointment of the candidate standing highest on the eligible list certified by the responsible civil service commission.

Candidates who have successfully passed an open-competitive or promotional e

xamination for a specific job title are placed on an eligible list. The eligible lists for open-competitive announcements rank candidates based on residency, veterans’ status, and by final average.
